We can imply that he is a mischievous little guy, given his strong background in demolitions and his involvement in the “Sky Tree Bombing”, which we assume to be pretty bad though we only get one shot of the thing. Sure, he basically became Tsugumi’s hacker rival when he switched sides, but he’s just there. You know, I actually liked Kido around for the first bit, and was a bit disappointed he didn’t get much of a greater role after the first three episodes he showed up in.
